HB 356 - Campaign finance; print media requirements. Requires that the State Board of Elections hold a public hearing when determining whether the chapter on political campaign advertisements has been violated and whether to assess a civil penalty. The Board is required to send notice by certified mail to persons whose actions will be reviewed and who may be subject to a civil penalty at least 10 days before the hearing. Notice shall include the date and time of the hearing, an explanation of the violation, and maximum assessable penalty.
HB 357 - Jail farms; transportation of prisioners. Allows for a regional jail operated within Planning District Five (Roanoke Valley - Alleghany) to transport prisoners, upon their release, back to the locality where arrested or convicted.
HB 358 - Regional Industrial Facilities Act; method by which member locality of authority may withdraw. Provides a method by which a member locality of an authority created under such act may withdraw from the authority with approval from a majority of other members. Incorporated into HB 1206.
HB 361 - Regional jails; disposition of fees for prisoners' keep. Allows regional jains to retain fees collected for prisoners' keep instead of crediting those fees to the locality that incarcerated the inmate.
HB 365 - Local vehicle licenses; agreements with DMV. Provides that DMV will refuse registration or renewal of registration of a vehicle if any parking citation fees are owed to any county, city or town, not just the county, city or town that has entered into an agreement with DMV to deny registration to persons who owe that particular locality the fee.
HB 367 - Bad checks; recovery if stop-payment order placed in bad faith. Proivdes that a locality may charge up to $35 if payment for revenue collection was refused because the drawer placed a stop-payment order on the check in bad faith. Currently, the law only allows for a fee if the payment for revenue collection was refused because of the uttering, publishing, or passing of any check or draft, that is subsequently returned for insufficient funds or because there is no account or the account has been closed.
HB 368 - Regional criminal justice academy training; local fee charged to support. Allows a locality to add a surcharge on traffic summonses, misdemeanors and felonies to support its independent criminal justice academy if such academy was certified by the Department of Criminal Justice Services as of July 1, 2010. Currently, to be able to add a surcharge, an independent academy had to be certified as of January 1, 2003.
HB 1305 - Community action boards; membership and duties. Removes the authority of the appointing authority to limit the number of terms or the number of years that certain duly selected members of a community action board may serve. The bill contains technical amendments.

HB 343 - Community development authorities; permitted to request locality levy and collect special tax. Permits community development authorities to request that the locality levy and collect a special tax on transient occupancy, food and beverages, and sales. The special rate of the transient occupancy tax and tax on food and beverages shall not be more than two percent above the tax authorized by charter or other laws of the Commonwealth. The special rate of the sales tax shall not be more than one percent above the tax authorized by charter or other laws of the Commonwealth. The proceeds of the special tax shall be kept in a separate account and shall only be used for the purposes of the community development authority. All localities are authorized, by enactment of this legislation, to collect said taxes. This legislation also contains technical amendments.
HB 360 - Jail superintendent and jail officers; powers and authority of sheriff or sheriff's deputy. Provides that the superintendent and jail officers at regional jail facilities are invested with the powers and authority of a sheriff or a sheriff's deputy for the purpose of service of civil and criminal process upon inmates within the jail or jail farm, provided the officers who do so have received the same training with regard to service of civil and criminal process as is given sheriff and sheriff's deputies with like responsibility.
HB 362 - Early voting; any registered voter may vote in person form 19 to three days before election. Provides that any registered voter qualified to vote in the election may vote in person from 19 to three days before the election at specified times and at the sites provided in the locality. The provisions for absentee voting remain in effect except that the provisions for in-person absentee voting are superseded by the early voting process during the early voting period.
HB 363 - Vacant building registration; increases fee required of an owner of building vacant for 12 months. Increases the maximum registration fee required of an owner of a building that has been vacant for a continuous period of 12 months from $25 to $250.
HB 364 - Local business license tax; payment of all taxes prior to license renewal or issuance. Allows the local governing bodies to require applicants of business licenses for new and existing businesses to prove payment of all local taxes before the local business license will be issued or renewed.
HB 366 - Rabies vaccination certificates; veterinarians to forward copies to treasurer of locality. Requires veterinarians to forward copies of rabies vaccination certificates to treasurer of the locality where the animal resides on a standardized form developed by the State Veterinarian. Currently, verterinarians are not required to use a standard form and transmit the information to the treasurer of the locality where the vaccination occurs.
HB 369 - Statewide Building Code; rental inspection ordinance may require certain owners to post signs. Provides that a rental inspection ordinance may include a provision that requires the owners of any multifamily residential development in a rental inspection district, which development contains more than 10 dwelling units and is managed by a property manager or managing agent of the owner, to post signs on such property conspicuous to public view identifying the name, address, and telephone number of the property manager or managing agent of the owner. The building department may develop a form for such purpose.
HJ 70 - Consitutional amendment; restoration of civil rights for persons convicted of felonies. Authorizes the General Assembly to provide by general law for the restoration of civil rights for persons convicted of felonies who have completed service of their sentence including any period or condition of probation, parole, or suspension of sentence. The present Constitution provides for restoration of rights by the Governor. The amendment retains the right of the Governor to restore civil rights and adds the alternative for restoration of rights pursuant to general law.
